10:15 - 12:15 PM Legal perspective for Department Leaders on Litigated Critical Events
Location: Shearwater General Session
Presented by: Tony Sain, Partner at Manning & Kass

Session Description: Cross-Exam Survival teaches both beginner and experienced officers and supervisors how to withstand the subtle tricks and word manipulations that can otherwise twist the truth. Based on decades of real-world experience, the course is specifically designed to help law enforcement neutralize examining attorney efforts to bend a case to fit the plaintiff’s theory, and by their dark arts, force public entities to lose large sums of money - all because of the smallest misstep in deposition or trial cross-examination by the LEO. Cross-Exam Survival focuses on understanding HOW examining attorneys typically trap LEOs on cross, masking the truth through clever ploys, and the course arms LEOs with defensive tools that can not only counteract those exam tricks but, when mastered, can be turned by LEOs into forums to allow the police side of the story to come out well. Cross-Exam Survival thus teaches police officers and supervisors how to be more effective witnesses on cross in both civil and criminal cases.

1:15 - 3:15 PM Wellness - Hiring to Retiring
Location: Shearwater General Session
Presented by: Brian Nanavaty - Captian (Ret) Indianapolis Metropolitan Police Department (NA #255)

Session Description: Employee wellness should not wait for crisis to occur, but should begin during the hiring process. Wellness should include preventative programs aimed at both the professional and personal development of employees. Workplace experts advocate that by identifying healthy applicants and partnering to maintain employee health, the organization has the potential to improve morale and productivity and reduce complaints and liability. For companies that can fire, hire and train a new employee in half a day the long-term health of employees is negligible. For public safety organizations, with lengthy hiring processes and huge investments in money, training, equipment and reputation; it is imperative to identify “ideal” candidates and then work to keep them healthy.

Session Description: The Chula Vista Police Department (CVPD) has adopted an Innovation Initiative focused on using technology to enhance community service, increase situational awareness, provide de-escalation strategies, and reduce response times. Audience members will learn about the emerging technology at CVPD including the UAS Integrated Pilot Program “Drone as a First Responder” (DFR) concept which provides real-time data allowing officers to make better tactical decisions providing for safer outcomes. CVPD has drones “nested” throughout the city that can be deployed immediately for any police emergency. CVPD became the first police agency in the country to live-stream 911 calls directly to officers. This revolutionary technology gives officers all the details provided by the caller without delay including caller location, which eliminates dispatching delays and improves response times. CVPD is also taking a new approach to traffic light preemption to occur through CAD integration allowing for green traffic lights for officers responding to emergencies.
